[geos-devel] Pull request for C-api wrapper(GEOSVoronoiDiagramBuilder)

Hey strk,

I have implemented the GEOSVoronoiDiagramBuilder and have sent a pull
request along with some test cases. Please have a look.

I have completed the Project that i proposed in my GSoC proposal. After a
few more test cases , do you want me to do anything else, like start the
port of Conforming Delaunay Triangulation.
