 So this looks like being the last thing to do before we can switch GEOS
 code to GIT.
 But I realize how to do this depends on where the GIT repository will
 reside.
 If it'll be managed by Gogs/Gitea then hooks should also need to be
 managed that way, otherwise it'll need to be done manually. In any case
 it's useful to have an OSGeo wide hook to send commit mails from git
 hooks, so I think that's what this ticket is about...
