FYI, RFC 4 <https://trac.osgeo.org/geos/wiki/RFC4> proposal
has been dropped due to lack of consensus:

- no PSC or community wide feedback received.

- only feedback provided was by Sandro;
Sandro clearly stated his objection to any style reformatting of the current
codebase (eg. due to log clutter and post-reformat svn/git blame issues).

- it is preferred to cultivate the status quo, apparently
