[geos-devel] Changes to the website and Github page

Well touching the homepage and closing a ticket, I could not find where we
tell people how to get support from the project.

It wasn't on the home page -  https://libgeos.org/

But instead was buried in the Development header -

https://libgeos.org/development/


Can I move the geos chat / matrix /irc /slack links to the home page
Or have a support link for this

It's not intuitive that headers are even clickable since for example
"Development" header is clickable, but "News" header is not.

Also I would expect this channel/mailing list information to be repeated on
the readme here:

https://github.com/libgeos/geos

Where I assume where a good chunk of people first discover GEOS.

Anyone have issue with me making these changes?
