[geos-devel] 3.11.0 Release Vote

Thanks, this all looks good except the CAPI_INTERFACE_CURRENT and
CAPI_INTERFACE_AGE need to be bumped so the CAPI minor increments..
I really wonder why we retain this super confusing numbering system
for the CAPI, which needs it's own little documentation to explain. I
think we got it from libtool maybe, but it does nothing for me.
