[Geotiff] Conversion from lat/long to PCS to raster

Hi Bill,

This looks exactly what I need! Thank you.

Quick question:

Looking at the tags I can see that this particular TIFF has "4269/NAD83" as GCS, 
rather than WGS84.

I guess I can just pass that string to OSRSetWellKnownGeogCS()?

Or perhaps I should create the new spatial reference from the tags in the image?
