[Geotiff] Geotiff support for javascript

Hi;

You find on this site Https://github.com/xlhomme/GeotiffParser.js , an
implementation of a Geotiff parser .
This implementation is far from complete. It currently manages packbit
compressed images  and uncompressed images,  and contiguous planar
configuration.
It also handles strips and tiles.

I have translated the  PCSToImage and ImageToPCS  functions from the
libGeotiff, but the code does not handle modelTiepoint.
