[Geotiff] libgeotiff 1.4.1RC2

Folks,

I have prepared a new release candidate of libgeotiff.  The only change is
that the change to the Pulkova 1942(58) datum shift preference described in:

  http://trac.osgeo.org/geotiff/ticket/52

was reverted.  The RC is at:

  http://download.osgeo.org/geotiff/libgeotiff/libgeotiff-1.4.1RC2.tar.gz
  http://download.osgeo.org/geotiff/libgeotiff/libgeotiff-1.4.1RC2.zip

I will call separately for a motion to adopt the release.
