[geotk] ISO 19115-2 support

Martin,
Yes the namespace applies to all 19115-2 classes. Below are some
additional comments from Anna Milan about the gmi schema we are
currently using.

The 19115-2 xsd was created by Eden and this was the url they included
for the gmi namespace. However, it does not actually exist at
isotc211... I suggest using what Eden provides assuming that this is a
placeholder for the time being? As far as I can tell, this does not
affect validation.

The latest version of the schema was provided last March. We have
discovered a couple minor errors and sent suggestions to Eden. We host a
copy of these schemas with corrections at:
