[geotk] About Jira and mails on the list

Hi,

the JIRA at http://jira.geotoolkit.org/ is now finally installed.

Today JIRA started to send mail on this list for all changes done on 
every issues. I have changed the initial configuration, in order to just 
send mail on the list when an issue is created. The creator and the 
assignee of an issue will be privately warned by mail when an issue that 
concerns them is modified or created, but not on the mailing list.

Sorry for the flood on the mailing list.
