More widgets localized resources to the widget module

Geotoolkit.org is getting more widgets, especially with the wizards, and this tendency is likely to go stronger. In order to prevent the base modules (utilities, referencing...) to grow with long strings used only by wizards, we need to create two new {{IndexedResourceBundles}}:

  * {{Widgets.properties}}
  * {{Wizards.properties}}

Those resources bundles should be declared in their specific modules.

We should take the opportunity for localizing the various unlocalized strings currently found in some widgets.
