[geotk] Geotk 3.03 release

Hello all

Geotk 3.03 (including the pending modules) has been deployed on the Maven 
repository. Maven users can just update their <version>3.02</version> 
declaration to 3.03 if they wish.

Javadoc, source code, release notes and complete list of API changes since the 
3.02 release is there. At the difference of the Maven repository, this include 
only the non-pending modules:
