[GIS.lab] Upgrade to Ubuntu Xenial (16.04)

Hi Matej,
I propose changing reviewing workflow by using GitHub comments directly
placed into the reviewed commit like it is done here [1]. Than we can use
the most bottom comment widget for final approval. Are you OK with that ?
