[GIS.lab] Upgrade to Ubuntu Xenial (16.04)

Dear all,
we (Matej Pastor and myself) are starting with upgrade to new Ubuntu version.
I have created two branches - 'ubuntu-xenial' and 'ubuntu-xenial-dev'.
Currently all services (Ansible roles) are disabled there and they will be
upgraded one-by-one as we move.

Development will be done in 'ubuntu-xenial-dev'. After change will be done in
'ubuntu-xenial-dev', it will be discussed in this list and then merged in to
'ubuntu-xenial'.


Unfortunately, even before we have started, there is already one blocker [1].
Hopefully it will be solved ASAP.
