[GIS.lab] Upgrade to Ubuntu Xenial (16.04)

Hi all,
I have created working Vagrant box for Ubuntu Xenial [1] until official one from
Canonical will be fixed.

Also, I have pushed upgrade to Ansible 2 and enabled first few services to
'ubuntu-xenial-dev' branch.

The next one to do is LDAP service. @mpastor, if I remember correctly, you have
already prepared upgrade for this service (I remember some change of storage
backend). Would you please push your changes to 'ubuntu-xenial-dev' ?


Start using my box:

$ vagrant box remove xenial-canonical
$ vagrant box add -f xenial-canonical
