[Graphics] common repository

As suggested by Alex Mendel and Paolo Cavallini during QGIS Hackfest we
should start thinking about common repo.

1. Structural issue
List of existing/active solutions how it is organized by interested
projects to strike a happy medium and minimize efforts in further
implementation.

2. Technological issue
Where and how physically build such infrastructure.
I have no experience in this field.
