Here are some ideas I'm going to try:
Grouping by sets - the icons I'm working on belong to specific sets or
groups of icons that are used together so it makes sense to keep them
together.
1 master inkscape file with all of the icons from a set, each icon in a
separate layer within the set. I plan to try to write a python plugin to
inkscape to extract in batch and save each layer(icon) to a new inkscape
file named after the layer.

Each icon will be a group, and I hope to write keywords in the
Description field inkscape provides and is embedded in the xml.
Hopefully we can write a tool later to scan that field in the xml for
better searching of the images and allowing us to catalog them in
several place with only one real file.

Last based on Joe's work in CA recently batch convert the individual
inkscape files to plain svg and pngs for bulk uploading outside the
repository.

At least the rough idea I came up with tonight.
