  ci: Update setting env vars, use Ubuntu 20.04, Python 3.8 (#334)

Update how env vars and path var are set in GitHub Actions after change in the API
(fixes OSGeo/grass#1090).

Use Ubuntu 20.04 (although currently still in preview in GH Actions).

Test more than one Python version. Add version 3.8.
