  data: Add new sample datasets (#712)

This adds the new Raleigh (NC) and Flagstaff (AZ) datasets and reorganizes the full and basic NC and Spearfish under legacy datasets preserving the NC link. The transition to the new dataset in manual pages still needs to be done, but the download page is now up to date with GUI. A new mention of g.download.project is included and Quick link heading is removed from the top of the file (while the links are kept).
