  learn: Update learning page content and redesign (#711)

* Add new resources and prefer project-maintained resources on the Learn page (linked from the index).
* Replace the tile list with "Start here / Go deeper" resource cards (tutorials, YouTube channel, manuals, wiki, books) and a featured row (at this point: Jupyter on Windows tutorial, Python API webinar, key concepts).
* Embed a GRASS channel playlist as the intro video (currently the only playlist with project-uploaded videos).
* For featured row, use combo of embedded videos (for a preview), images, and icons.
* Link the Binder listing of the repository notebooks instead (temporary until a non-Binder list exists, wiki is not as update to date, grass-tutorials don't have a list or category).
