  news: Add GRASS 8.5.0 release announcement (#627)

Longer than recent release announcements to cover the two-year scope of changes. More images, but they are placeholders, although some could stay.

Update global version numbers, carousel (link to release news, no target blank for internal), history entry.

Use names with diacritics for consistency.

No fixed requirements for sponsors in the given period and the section point is examples, not acknowledgements, but listing different company sponsors (grant, major, monthly, in-kind).
