  cronjobs: update cronjobs after new stable release (#1689)

This PR is needed to generate the updated manuals on grass.osgeo.org.

Changes:
- increment of versions after new stable release
- minor comment updates (including that GRASS old stable snapshot binaries are not built since G8.3+ which was introduced May 6th, 2025)
