Since the 4.0 programmer's manual is so far behind, by request, the GRASS 3.0 programmer's manual has been placed on the ftp site (moon.cecer.army.mil) under grass3.0. That in combination with the programming update document for 4.0 should be enough for a while to do 4.0 programming.
