sites upgrade

An replacement for the s.menu sites subsystem is available ftp to
moon.cecer.army.mil  (and via this mail forum). The fixes are (1)
coordinates are stored as true real numbers instead  of  integers
and (2) better support for lat-long databases is provided.

This update is in alpha-mode  so  be  prepared  to  restore  your
current  version  if you find problems with this upgrade. We only
want people who are preparted to handle this subsystem to take it
and test it out.
