New database elements

GRASS programmers,

I am doing some research that needs to create some metadata for the raster
maps being created.  The logical place to put it is in cell_misc.  Is
there a "proper" set of library commands to do so?  My programmer's manual is
a 4.0 draft.

Question two: Is there a location of "reserved" database element names for
future GRASS database elements?
