new sites and datetime src

The GRASS 4.2 DateTime API and Sites API (v1.37), documented at:
  http://www.cecer.army.mil/grass/grass42_new_api.html
is now at:
  ftp://moon.cecer.army.mil/grass/incoming/sites+datetime-2.tar.gz

The Sites API underwent some minor revisions. 

If you are developing sites programs for GRASS 4.2 or if you have
sites programs in 4.1 src.contrib, please use update them to use
these new APIs. Old site functions (like G_get_site) will no longer
be supported.
