vector buffering

Does anyone have any code that does buffering of vector areas?
(Have I overlooked a GRASS capability?) I'm interested in doing
this solely using a vector (not vector to raster, buffer, and back).
Does anyone know of any references to such algorithms? I looked
in the OSU bibliography but didn't find anything.
