[GRASS5] New makefiles - work in progress, take 'em for a spin

Hello Eric

I haven't looked at them closely yet (and I don't know if I'll have time to do
so) but offhand it looks pretty good. The only comment I have now is that, like
somebody posted a few days ago, I think naming the files in the include
directory Makefile.* instead of *.make is better since it conforms to the
pseudo-standard style used in many other software packages. If I get a chance,
I'll give it a try on our SGI and let you know of any problems I encounter.
