[GRASS5] new html/Gmakefile

[GRASS]

Hi developers,

I updated html/Gmakefile to copy only modified files and to work without
GNU make. My BSDish make does not understand $(wildcard..), $(patsubst..) and
$(subst..) commands.

Please test with this.
