[GRASS5] configure.in missing png and pq checks???

Hi Eric,

I must admit that we have done dirty hacking to the configure (ignoring the
configure.in). Frank Warmerdam already complained. If you or someone else is
able to migrate the updates done in configure to proper syntax in
configure.in, this would be very good. Currently the configure.in is
somewhat broken/behind comparing to configure.

I am sorry for this, but at least for me it was the only way
to get configure working (as I don't have much ideas about configure.in
programming).
