We have to analyse the problem then first.
I do not have time immedealty, so we every developer should 
stop commiting unless the problem is clear
and we know how to procede.

There is no easy method to stop people from committing,
witout disabling cvs-ssh access completly.

Glynn: Can you start investigating what was going on?
