[GRASS5] New modules: v.to.rast2, v.buffer, r.noise, sites quadtree

Hi developers,

as you may know I have been attending the Italian GRASS users
meeting:

Some interesting new modules have been introduced there by team members of
Prof. Maria Brovelli (Politecnico di Milano):

v.to.rast2: a better conversion algorithm
 A new approach to the polygons rasterization within GRASS

v.buffer, r.noise:
 A GIS tool for the acoustic suffering analysis in an urban environment.

new sites quadtree format:
 *much* faster!

Generally Maria agreed to make these modules available for
GRASS integration. Maybe modifications are required for general
use.
