[GRASS5] Proposed process for GRASS reorganization (please read)

Well, this is all voluntary on the part of the dev team, so no one keeps a commercial
development schedule.  The old CERL schedule was a new version every two years
or so.  That's what has been retained and will be retained.  Moving too fast risks
making mistakes.  Especially when not everyone is centrally located.
