[GRASS5] minor improvements

I just added raster attributes management to m.in.e00.
Now, they are created the same way as vector attributes.
However, note that since closing a raster file in creation
mode allways build an empty cat file, m.in.e00 creates only
cats named <raster_file_name>.<attribute_name_in_e00_file>

I have uploaded cvs in both main and releasebranch.
