[GRASS5] bugtracker accessible with konqueror

The GRASS bugtracker is accessible with the webbrowser konqueror now.
Konqueror is the webbrowser coming with KDE which is a popular window
with GNU/Linux system.
There was a hidden little bug in the web server we use here at Intevation.
