When trying to extract DTED files into binary raster using the option under Misc->DEM/DTED->DTED Extraction, the resulting pop-up menu which requires the file and region coordinates to be inputted, has the last input line wrong. It is labeled as North longitude region when it should be West longitude region. Whatever is inputted here is reflected in the above North latitude input box. Thus, when you hit run, the resulting error message says that "required parameter <west> not set". This needs to be corrected before DTED files can be read in successfully using Tcltkgrass.
