[GRASS5] d.vect.area added...

A possible replacement for d.area has been added with d.vect.area.  It
uses the G_plot_area() interface, I just committed.  I will try to
write up G_plot_area() for the manual shortly.

Please test, and give feedback.  Note: it doesn't draw boundaries,
as I didn't want to complicate the simple "legend" file format
at this point.  It should be noticeably faster than d.area for
large datasets with many islands.  It also should agree with
d.vect and the output is clipped to the current window.

Thanks to Radim for making me take a second look at G_plot_polygon.
