[GRASS5] [bug #1362] (grass) v.out.shape only can export labeled polygones

If I remember it well, v.out.shape worked in that way, but some other
user :) wanted export of labeled areas only, so it was changed.
We need new flag for that to do it optionaly. 

But what about v.alabel?
