[GRASS5] Preparing 5.0.3 release

I very much agree with this. I have been using the CVS exp. version
all time but I occasionally get to use the official release 5.0.* when
working with
students and I have been always wondering whether any of the developers
has actually tried or tested it - it sure gets tested by users after it
is released 
but probably not much before the release leading to some surprises. 
 In general, I end up telling people to get the CVS exp. version and
keep the
official release in case that something does not work. It works out
pretty
well although that probably is not the intent of the release management.
