[GRASS5] CVS Write Access Instructions improved

I've improved the instruction for people having CVS write access.

It now tells you how you can use openssh's config file
to set the port number. Thus you don't need the ssh wrapper
for this method.

For people using many CVS servers this will not hose CVS_RSH
for other ssh access servers.
