Either install Tcl/Tk and specify the appropriate include directory
with the --with-tcltk-includes= switch, or use the --without-tcltk
switch to disable modules which depend upon Tcl/Tk (i.e. NVIZ).

make won't work until after you have performed the configure step
successfully.
