[GRASS5] v.in.dwg license problem

If that was the case, then there would be no problem.  It is decidedly
not the case, though.  The GPL allows for commercial distribution, the
Open DWG license does not.  The GPL requires source distribution, and
the Open DWG library doesn't come with source, and even if you pay
$25,000, you still can't distribute the source.
