I was running to a meeting and answered too hastily on this. A map 
browse button should work in whatever database, location, and mapset 
are defined. If none are defined (in the other entry boxes), the 
current database, location, and mapset are used. If the user enters 
another database, location, and/or mapset, those values should be 
substituted. It would be great if v.proj also worked this way.
