[GRASS5] form mode for d.what.vect

michael, moritz

i did some more tests and i seems to me that moritz change works 
depending on your local tcltk instalation.
moritz: which way did you install tcltk on your machine (tcltk aqua, 
tcltk non-aqua, lorenzos grasslibs)?
