[GRASS5] 6.1: i.group semi-broken

i.group is broken when specifying both group and subgroups.  Eg:

brad@~> i.group gr=test sub=test in=r1,r2,r3

The REF file for the subgroup is created, but one is not created for the
main group, thus failing to claim there are any rasters in the group.

It is easily fixed by copying the REF from the subgroup to the group.
