[GRASS5] [bug #3799] (grass) tcl "Help" buttons

Subject: tcl "Help" buttons

Can we add a test to see if the .html file exists before launching?
If it is not there we should grey-out the "Help" button on the
parser-generated GUI module windows?
Stops unhelpful "help not found" errors.

eg d.m scripts and the new d.paint.labels symlink.
