but then, "what's a cadastral system?" Traditionally, such systems ( a
few principal components:

a) defensible (i.e. in a court of law) chain(s) of title and supporting
transaction documents for lot/block/parcel definitions, that tie an
"individual" (i.e. person or corporation) to:

b) associated polygons and survey points for each snapshot

c) easements or other legal modifications granted by a) that affect b)
under certain circumstances (easements for roads, power lines, etc)

d) actor definitions and dialogue histories for interactions with a, b,
and c.

One could probably hack together a reasonable system with the stuff of:
http://www.jbpm.org , and model a-c with a modified schema of: 
http://support.esri.com/index.cfm?fa=downloads.dataModels.filteredGateway&dmid=11
in Hibernate (the OO-DB persistence layer  used by jbpm)

what area of the world still needs a cadastral system?
