Subject: proj folder and EPSG codes non-existant after 6.1 cygwin download

Platform: WindowsNT/2000/XP
grass binary for platform: Downloaded precompiled Binaries
GRASS Version: 6.1

J Ready

Installed Grass 6.1 using cygwin. Once installed, it opened up. 
I started to 'Create location from EPSG' only to find that folder proj does not exist. Searched in surrounding folders with no luck.

tried installing proj package from cygwin again (twice) with no change in results
