Subject: Create new location from EPSG code accpts garbage as code

Platform: GNU/Linux/x86
grass obtained from: Trento Italy site
grass binary for platform: Compiled from Sources
GRASS Version: 6.2.0

Create new location from EPSG code will accept any garbage as EPSG code and 
pass it for location creation. Next message from GRASS will not indicate any 
problems (like wrong EPSG code). After GRASS restart (click on OK at popuped 
rstart dialog) there is new location "randomnubmer.tmp" with mapset 
PERMANENT, but it is not valid mapset (as it should be).

1) If EPSG code can be only number, it's easy to catch user error before 
pasing it for processing;
2) There should be some notification to user if creaton of new location has 
failed.
