Looks like you don't have tcl/tk installed or Grass doesn't know
where to look for it. I don't know anything about Grass under Cygwin,
but in order to be helped by anybody else you need to specify the
following:

Have you installed tcl/tk? How? How did you install your Grass 6.1 CVS?
Binaries for Cygwin (from where) or built from source? What version
exactly is it (year, month, day). 

What operating system?

Hope somebody will give you some guiding once you answer these
questions.

Moreover - your question should be rather sent to grass user list, not
to the devel list.
